Allow California Homeowners to install artificial turf in their front yards as a water savings measure, while voiding HOA and CID guidelines that prevent or limit its use

The Issue

California is in an emergency drought situation. Watering a lawn takes gallons of water per square foot of lawn, and watering drought tolerant or native gardens still takes water, even if it is less than a thirsty lawn. Waterless lawns are the most efficient water savers of all.

Bill AB2104, which will take effect Jan 1 2015, voided the provisions in HOA & CID guidelines that prohibited homeowners from replacing existing landscaping with low water use plants.

However, by introducing a bill that includes adds artificial turf as a viable and valuable water saving measure, homeowners can take advantage of rebates offered by many water districts, and responsibly conserve water by installing an attractive non-toxic front lawn that also may qualify for US Green Building Council LEED certification.

 

A lush green lawn appearance with artificial turf (instead of a brown lawn) also maintains property values, while conserving California's vital natural resources.
