“Annabella’s Humane Pet Act" STOP! pet stores from selling dogs and cats.
The Issue
This proposed bill will create what I wish to be called “Annabella’s Humane Pet Act", in recognition of the horrible abuse and cruelty that Annabella, a helpless three pound Boston Terrier puppy, and a survivor, in Richmond VA suffered, in the custody of a Virginia Pet Store, in the Fall of 2019.

This bill:
Establishes new standards for the care and treatment of dogs and cats by commercial dog breeders and commercial cat breeders;
Creates inclusion of cat breeders with respect to all regulations set forth in Code of Virginia, Title 3.2. Agriculture, Animal Care, and Food, Chapter 65. Comprehensive Animal Care
Prohibits the sale of dogs and cats by pet stores.

Annabella’s Story:
I set out to purchase a Boston Terrier puppy. The seller misrepresented himself from the start as a breeder, but was really representing a pet store. The healthy puppy I was supposed to receive ended up being a scrawny 3-lb very sick puppy. I paid a dear ransom to rescue her from her abuser and rushed her to my licensed veterinarian. She was diagnosed within 18 hours as being too thin, with Multiple Corneal Scars, difficulty breathing, Urinary Tract Infection, Decreased GI Motility, Coccidia, Upper Respiratory Infection, Congenital Defect of Tear Production, and had either shards of plastic or bones in her stomach.
This was reported to the proper authorities, animal control, and they did absolutely nothing, and the pet store is a documented, repeat offender. When it comes to life and death, just one failure by authorities, is one too many. It is obvious, the remedy for ending inhumane treatment of dogs and cats, by pet stores is to END the sell or sale of dogs and cats by pet stores, and by setting higher standards for dog and cat breeders in the state of Virginia.
After 7 weeks of care and love, Annabella is doing much better and continues to gain weight. She now 5.25 lbs.
