Issues from residents against Jelson Homes Poppyfields estate
The Issue
Below is a list of issues that residents of Poppyfields estate have put together and would like to be formally addressed by Jelson homes in a point by point format as laid out below. The lack of updates and co operation from Jelson homes is what has driven residents to air our views and challenge them in this way.
1) A number of plots are missing Jackson black metal railings. The majority of these plots are main road facing properties that do not have grass and should have railings as per approved landscaping plan Application number P/16/2254/2. As well as timber knee rails, trees and plants are missing on a number of plots that are already occupied as well as on public open spaces that were started and to date have not been finished.
2) Quality of roads, although we live on a building site some residents have been here for over 3 years and with the increased volume of traffic the roads are riddled with larger dips, pot holes, extremely high kerbs and iron works, although this is to be expected on building sites there are no signs, posts or markers to make drivers aware and nor are there any advisory speed limits apart from in areas that are in the construction zones.
3) Blocked drains are a constant battle. During periods of heavy rain water is pooling due to surface water drains being full off solid muck. Although some efforts have been done to clean these out some are still are fully blocked and residents on the estate as well as off are worried about the risk of flooding due to surface water run off.
4) Pavements that are open for use have large kerbs where the top layer of tarmac has not yet been applied, no signs point to these areas and at night there is not enough lighting to identify these hazards. As well as this some pavements that have had lampposts installed (months ago) have been filled with sand rather than tarmac causing dipping and trip hazards that are not clearly visible and therefore the risk cannot be mitigated.
5) Public open spaces- the approved planning term point 8 states that the play area should have been open for use prior to occupation of the 50th dwelling and the LAP should have been open for use prior to the 100th dwelling. We are now on phase 2 of the development and no parks are open for use.
6) Public open spaces and green spaces are not being properly managed, the landscape management plan 2018 Application number P/16/2254/2 states that grassed areas will be cut once a month, the grass along side the main footpath has not been cut at all since seeded and is now over a foot long. As well as this weeding of open spaces should be monthly but weeds have been on the main open space at the entry for years as well as throughout the footpaths and roads of the estate.
7) Grassed areas of plots- up until recently the grass has not been installed as per NHBC guidelines section 10.2. Grass has been laid on top of sand that is laid directly no top of clay. This is not classed as adequate ground preparation and has contributed to grass looking terrible for the majority of front and back gardens . NHBC clearly stated top soil should be used (and this is now how things are being done) but previously inaccurately laid surfaces should be replaced.
8 ) Working hours and deliveries to site. There have been a few instances where delivery lorries have turned up after site hours and parked overnight and lorries parking on the road outside site compound blocking pavements and access roads for properties, this causes a concern for residents as emergency service vehicles would be unable to pass and could be life threatening. As well as this residents cannot get in or out of there driveways and the majority of the time no drivers are in the cabs. Workers have also been arriving to site as early as 6am and working next to occupied plots. Also on Saturdays workers are here from 7am with heavy plant machinery working from 7am. Lorries are also mounting footpaths to pass each other putting excess pressure on poorly laid surfaces causing cracks, dips and hazards that are still not being addressed.
9) Missing road signs and road floor marking ( give way, roundabout ect) people are unsure what roads are where and missing private driveway signs are causing parking issues.
10) deliveries and pallets are being left on paths / walkways that are open for public use without any guards or alternative routes to walk around. This is causing issues for walking, pushchairs and wheelchair users as the kerbs are over a ft high.
11) (THIS HAS NOW BEEN DEALT WITH AND TAKEN DOWN) The fencing alongside the main footpath through the estate from fish pool way is not in an acceptable state, The harris fencing does not look safe or secure and often falls in the wind, the fencing has spikes and is very uneven, can a better solution be found as the left (phase 1) is no longer a construction site and therefore is not needed to be sectioned off.
12) Speed of lorries on site, lorries come in from the main road at high speed, the construction site speed limit is 10mph but this is not being followed. The speed the lorries go is causing concern for residents and even more concern for residents with pets and children, the main entrance is a wide road and the plans show cushions and crossing points but nothing is in place 3 years later.
13) Public open spaces - POS sections get started but then stopped mid way through, many areas that have pointless Harris fencing because they have stopped work half way through the section. Paths half laid, residents are sick of having private drive sections not finished after building work is finished on that spur road or at least be made aware of when this will be done and risks/ lips bridged.
14) No residents have been told when the landscaping will be done, when the roads will be tarmac, when the paths will be in a proper usable state rather than a H&S issue. Some have been here for over 3 years and with 3/4 years left on the build it’s not fair on current residents to be left in building site conditions when no building works is left on phase 1.
15) Condition of block paving road surface on roundhouse way due to heavy construction traffic taking this route instead of the builders route around the back. Block paving has gaps as wide as an inch between each paver and is starting to sag around drain covers and inspection chambers.
16) No lighting on Aston close but there is lighting on all other roads and side roads. Very dark and scary at night for people walking alone, there are also a lot of parking bays here and residents are concerned that no light deterrents are in place as there normally would be. Smaller roads have lighting but this section has been missed. As well as this the public footpath that should be running along side Aston close has not be done and the are has been sectioned of with permanent railings indicating that there is no intention of doing this footpath.
17) The site compound is right next to a number of plots and approximately 12 plots gardens are backing directly onto the site compound. This is not a pleasant living environment and we want the site compound being moved to the bottom of the site and build towards. No building work is now being done in the phase 1 area so why is the compound still in phase 1’s ground. If it cannot be moved can it be made more tidy and maintained. Examples of good compounds can be seen on other building sites, such as your Mountsorrel or Thurnby site.
