We Ask Mayor Jeff Wosje to Recuse Himself from All Hollydale Proposed Development Votes.

The Issue

We, the undersigned, request Jeff Wosje, Mayor of Plymouth Minnesota, recuse himself from all future Plymouth City Council discussions, meetings and votes pertaining to the potential development of the Hollydale Golf Course property.  This includes closed door meetings, public meetings, city council meetings, and any votes pertaining to the development of the Hollydale Golf Course property.  We ask for Mayor Wosje to recuse himself because:

1. Mayor Wosje accepted $500 for his mayoral campaign from developer Jake Walesch, who does not reside in Plymouth, MN. Further, Jake Walesch is the applicant asking the city to change its comprehensive plan, change the land zoning to residential from public/institutional, and destroy 160 acres of recreational and green space;

2. Mayor Wosje accepted $500 for his mayoral campaign in a non-campaign year from Dave Gonyea, who does not reside in Plymouth, MN.  Dave Gonyea, along with Jake Walesch is the applicant asking the city to change its comprehensive plan, change the land zoning to residential from public/institutional, and destroy 160 acres of recreational and green space;

3. Despite multiple requests to recuse himself and return the funds to the developers, Mayor Wosje has not recused himself or returned the funds.  Instead he states that accepting the funds is not illegal. That is true, but is it ethical, is it bad judgement, does it give the appearance of impropriety and that our city council votes can be bought? YES.;

4. Mayor Wosje has rejected Plymouth residents' multiple requests for open discussions and interaction on the Hollydale property, but instead has had multiple conversations with the developers;

5. Mayor Wosje voted in favor of the 2040 City Comprehensive Plan on July 23, 2019 that maintains the Hollydale property zoned as public/institutional (a golf course), but has now voted multiple times in favor of the developer's application;

6. Mayor Wosje has ignored over 2,000 Plymouth MN residents who signed a petition asking the Plymouth City Council to vote against the development;

7. Mayor Wosje has repeatedly talked down to residents, cut off residents when addressing the council, and shortened comments by residents on the Hollydale issue.  However, he has given the developers all the time they desire to present their plans and case for development of the property; and,

8. Mayor Wosje's actions of accepting and keeping these funds and a 100% voting record with the developers despite the fact he voted less than 2 years ago to keep the property zoned as is, hurts the reputation of the city of Plymouth by indicating that our local elected leaders can have their votes bought by non-residents who have an opportunity for significant personal and financial gain.

We thank the Plymouth City Council for their hours of service. We also ask the members of the Plymouth City Council to ask Mayor Wosje to recuse himself from all discussions, meetings and votes on the Hollydale proposed development.  Mayor Wosje, please recuse yourself from all future Hollydale proposed development discussions, meetings and votes.
