Respected Sir/Madam,
We, the undersigned citizens of India, united under Jeev Daya Abhiyan, submit this urgent appeal regarding the alarming condition of animals across our country.
India is globally known for its culture of compassion and coexistence with all living beings. Yet today, millions of animals—especially stray and abandoned ones—continue to suffer due to inadequate shelter infrastructure, weak enforcement of laws, illegal slaughter and transport practices, and lack of awareness.
Growing up in India, we have all witnessed animals as part of our daily lives—from street dogs to cattle, from birds to wildlife. However, the harsh reality is deeply disturbing. Injured animals left untreated, starving strays, overcrowded shelters, and increasing cruelty cases reflect a serious systemic failure.
According to government estimates, India has over 20 million stray dogs, yet there is a severe shortage of proper shelters and medical facilities. Reports also suggest that a large percentage of animal cruelty cases go unreported, allowing offenders to act without fear of punishment.
Although the Prevention of Cruelty to Animals Act 1960 exists, its penalties are outdated and insufficient to deter cruelty. While the Hon’ble Supreme Court has recognised animals’ rights in various judgments, the ground reality remains far from satisfactory.
It is therefore urgent that India strengthens its legal, institutional, and social response to animal welfare.
🎯 Our Key Demands
1. Shelter Infrastructure
Establish fully equipped animal shelters and gaushalas in every district and block, funded by the government and managed by registered NGOs/trusts.
2. Regulation of Shelters
Shut down unauthorised shelters and strictly regulate only certified and monitored institutions.
3. Animal Identification System
Implement nationwide tagging and identification of street animals through trained volunteers.
4. Volunteer Training Programs
Set up district-level centres for training in first aid, vaccination, rescue operations, and animal welfare practices.
5. Annual Animal Census
Conduct a systematic nationwide animal census with digital tracking.
6. Health & Birth Control Programs
Strengthen Animal Birth Control (ABC) programs and ensure regular vaccination drives.
7. Education & Awareness
Introduce animal welfare and compassion education as a compulsory subject in schools and colleges.
8. Stronger Anti-Cruelty Laws
Amend existing laws to impose strict punishment of 3–10 years imprisonment for severe cruelty.
9. Monetary Penalties
Introduce heavy fines ranging from ₹3 lakh to ₹7 lakh for violations.
10. Ban on Illegal Slaughter & Transport
Enforce strict nationwide regulations to prevent illegal animal slaughter and inhumane transport practices.
⚖️ Our Appeal
We strongly believe that protecting animals is not just a moral duty but a constitutional and societal responsibility. A compassionate nation is reflected in how it treats its most vulnerable beings.
We urge the Government of India, relevant ministries, and the judiciary to take immediate and concrete steps to:
- Strengthen animal welfare laws
- Improve enforcement mechanisms
- Build sustainable infrastructure
- Promote awareness and accountability
