Give electors intelligence briefing on Russia's election-interference before they vote.

The Issue

A secret CIA assessment says Russia was trying to help Trump win the White House, identifying individuals with connections to the Russian government who provided WikiLeaks with thousands of hacked emails from the Democratic National Committee and others, including Hillary Clinton’s campaign chairman.  Republican John McCain calls this  interference "a form of warfare."  It was surely disruptive to our democracy.  It likely tipped the election: Clinton had a double-digit lead before the WikiLeaks.  Trump scraped by with less that 1.3% in four swing states, and lost the popular vote by 2%, or 2.8 million voters. Given the close ties between Trump's people and Putin, the interference could have ominous consequences for US interests.
The Constitution intended the Electoral College to be a deliberative process, with electors using judgment to select the best candidate.  But our electors this year cannot make an informed decision without access to intelligence about the Russian influence on the election.  They must be given temporary access to that particular intelligence before they vote.
