NEW CANAAN POLICE AND ANIMAL CONTROL OFFICER SEAN GODEJOHN FAIL TO RESCUE THIS DOG FROM ABUSIVE OWNER DESPITE CT STATE LAWS THAT GIVE THEM PERMISSION TO DO SO.
CT State Law gives animal control officers authority to take physical custody of an animal when they have reasonable cause to believe the animal is neglected. According to Connecticut State law, the New Canaan Animal Control Officer has just cause to remove the dog from the custody of Jack Hawkins. And Animal Control has had this power at least since 1/31/24 when the police affidavit which evidenced animal cruelty by Jack Hawkins towards his dog was signed and notarized by the court.
See: General Statutes of Connecticut, Chapter 435, Sec. 22-329a, Subsection b: “Any animal control officer or regional animal control officer appointed pursuant to section 22-328, 22-331 or 22-331a, as applicable, may take physical custody of any animal upon issuance of a warrant finding probable cause that such animal is neglected or is cruelly treated in violation of section 22-366, 22-415, 53-247, 53-248, 53-249, 53-249a, 53-250, 53-251 or 53-252…”

Here in New Canaan, Connecticut, we need to save an dog's life by removing her from her abusive owner who leaves the pup outside for days. An owner with a recent series of domestic violence issues.
Jack Hawkins, a former New Canaan town employee, was arrested on charges of animal cruelty on February 7, 2024. But the dog is still in his possession. Local Animal Control cites current laws that classify dogs as property and limit intervention until the dog is near death. These laws require that a dog be "unable to move or unresponsive" before action can be taken - essentially waiting until it's too late. This threshold for intervention needs urgent reevaluation and reform.
This situation is a disgrace to our New Canaan community. Animal abuse is always unacceptable in any town especially one with an owner residing in a $1 million dollar value house. We must act now to REMOVE this dog from this abusive home until a court decides next steps.
Please sign this petition to call local authorities to act and save this dog's life by removing her from the possession of Jack Hawkins. This innocent dog deserves protection from harm. Let us use our voices collectively so they can't ignore it any longer!
