ISL Engineering College Must Stop Withholding Student Certificates.
The Issue
We, the students of ISL Engineering College, Hyderabad, are facing a serious injustice. After successfully completing our courses, the college management is refusing to return our original certificates, including the Transfer Certificate (TC), Provisional Certificate (PC), Consolidated Marks Memo (CMM), and Semester Marks Memos.
The reason cited is “pending government fee reimbursement.” This matter lies entirely between the college and the government, yet students academic futures are being held hostage. The college is demanding that the students pay tuition fee for the last 3 years(that is covered by the scholarship in the first place) for the release of the documents. Without these documents, many of us are unable to:
Confirm admissions into Master’s programs in India and abroad
Apply for jobs and competitive examinations
Secure scholarships or higher education opportunities
This practice is illegal as per UGC and AICTE regulations, as well as Government of Telangana guidelines, which clearly state that no institution has the right to retain student certificates under any circumstances.
By denying us our rightful documents, ISL Engineering College is violating student rights and causing irreparable damage to our education and careers.
Our Demands
1. Immediate release of all original certificates withheld by ISL Engineering College.
2. Urgent intervention from the Telangana State Human Rights Commission (TSHRC) and the Telangana State Council of Higher Education (TSCHE) to enforce student rights.
3. Strict action against institutions violating UGC, AICTE, and state government rules.
Our future should not be jeopardized due to bureaucratic delays between colleges and the government. We request the concerned authorities to act immediately to protect students rights and ensure accountability.
