I also believe she knows more than what's being told I truly believe she should be investigated as she was with Liam in Argentina and left 2 days prior to the incident. Newest Reports suggest that his friend is being charged with abandonment but should t Kate be charged with the same as she was fully aware of his struggles and his mental health.
