According to his immigration attorney, he was interrogated in custody without being given pain medication, and his wife has not been allowed to see or speak with him since the shooting.

Garcés Perez is an asylum seeker who entered the country legally through a parole program, and he has no criminal history beyond an immigration violation, according to a senior administration official. He was working, delivering food, when ICE requested help from state troopers to pursue the vehicle he was driving. The shooting happened before those troopers even arrived at the scene.

This is not an isolated incident. Two months earlier, an ICE officer fatally shot another immigrant during a traffic stop in Houston. Austin Mayor Kirk Watson said the shooting "causes me to be unhappy and angry," and added that he was "not surprised at all," according to NBC News.
