I’m a domestic violence survivor who has been failed by our court system that is stacked against victim-survivors. When I read in the news that police prosecutor Senior Constable Karl Rep would be dropping charges against a man who allegedly drowned his ex-partner’s cats because of lack of “public interest”, I decided to start this petition.

Household animals are often abused as a form of coercion and to scare and control the victim, carrying with it the added threat of an escalation of violence to the partner or children.

I’m calling for the alleged animal cruelty charges to be investigated. I’m also calling for legislative change in WA to acknowledge animal abuse as a form of family violence.

The man allegedly stole and drowned his ex-partner’s two cats - to me and our DV survivor community, that is a clear sign of aggression that signifies threat of harm against the ex-partner. It’s a complete miscarriage of justice not to pursue these charges. There is growing research evidence that suggests animal abuse is an indicator of more severe family violence.

If the animals are not safe, how could the humans involved in the situation be safe? NSW has already passed legislation to acknowledge animal abuse as part of broader family violence protections. Victoria is considering a motion in Parliament. WA needs to follow these states and acknowledge the importance of protection of animals for women’s safety.

It is very difficult to prove coercive behaviour in court which is why the system is failing victim-survivors. We need stronger legislation to make it easier for domestic violence cases to be assessed and those at risk to be given the protection they need.
