Introduce “Creamy Layer” Criteria for SCs and STs – For Fairness and Equal Opportunity
The Issue
India’s reservation system was created to uplift communities that have suffered centuries of discrimination and deprivation. While it has helped many, a large share of the benefits now goes to the already well-off families within Scheduled Castes (SCs) and Scheduled Tribes (STs) — leaving behind those who still struggle in poverty and social backwardness.
At present, the “Creamy Layer” principle applies only to Other Backward Classes (OBCs). This means that advanced sections within SCs and STs can continue to enjoy reservation benefits, while the poorest and most deserving are left out.
It’s time for fairness within the reservation system. By introducing a “Creamy Layer” for SCs and STs, we can ensure that benefits reach the truly marginalized, not just a privileged few---
What We Want:
We call upon the Government of India and the Ministry of Social Justice and Empowerment to:
1. Introduce the “Creamy Layer” rule for Scheduled Castes (SCs) and Scheduled Tribes (STs).
2. Set an income limit (e.g., ₹8 lakh annually or revised amount) similar to that for OBCs.
3. Ensure fair implementation so that only genuinely backward families receive reservation benefits.
4. Form an expert committee to frame clear guidelines and ensure transparency
Why This Is Important:
This is not an anti-reservation movement — it’s a pro-equality reform.
We believe every child from a poor SC or ST family deserves the same opportunity as those who are already empowered.
Reservation must be a ladder for upliftment, not a permanent privilege.
