Introduce Alternate Lockdowns to Utah Schools

The Issue

School Shootings are not something that's new. I'm sure that almost everyone has heard of a school shooting, or experienced a Lockdown drill in preparation for a shooting. These drills are nice, but they aren't adequately preparing us. 

Let me ask you this, what time of day did the Columbine Shooting happen?

Lunch time.

The time that we don't prepare students for! Just this year, my school, Taylorsville High, went on lockdown during a passing period! How did students react? Poorly! We didn't know where to go, what to do, or where to hide. Why? Because the current lockdown drills we have don't adequately prepare us for the reality of an active shooter! 

For years, our lockdowns have been in the same classroom, at the same time, every singe year. While that's somewhat effective for Elementary kids, it's not at all effective for Jr High and High School kids who have 4-9 classes a day!

This petition is to ask kindly of Granite School District, and to every school District in the State of Utah, to please, keep us safe. Prepare us. Don't let us die, because you didn't prepare us for situations that are becoming increasingly more common.

This petition is asking that in place of our normal lockdown drills, we have drills during lunch, during passing periods, before school, after school, and for elementary kids, during recess. Then, to make sure students are still safe and prepared in classrooms, every teacher would be required to clearly state where students hide in the event of a lockdown in that specific room.

This system would not only ensure the safety of current students, but also ensure the safety of the future students who come through these schools as gun violence in schools becomes increasingly more common.

I am Roger Brooks, Emergency Manager for Granite School District. Over the last two years we have made some very positive changes to the way the district responds to emergencies, and increased student and staff safety in the process. We have introduced a new district Emergency Operations Plan, a district Reunification Plan, have increased security at many school locations with cameras and vestibule entries, and have recently added a new emergency communications platform, all to increase student and staff safety. I think this idea of changing the way we do our Lockdown drills is an excellent idea and is a logical next step in the progression of increased safety measures.
