Since we all are an animal species, it is surely obvious that human rights are a form of animal rights and that animal rights include - or should include - the human species (Niel Webb, 2017). Sadly not everyone sees this way. Many people view other animals as totally different species, it is true that animals are less intelligent and lack mental physical skill but that doesn't mean that animals should be treated differently. The human rights and animal rights share the same fundamental aim: a world without oppression and suffering, based on love, kindness and compassion.

With the development of cities, stray dogs have become one of the most serious public management problem. To solve the problem finding the strengths and weaknesses of each option is needed and proposed recommendations for the solution to be implemented. The goverment should first enact animal rights law. The law is clearly fine the definition, feeding and management, legal rights for stray dogs. Secondly, goverment and public sectors have to provide necessary needs and sufficient immunity, vaccinating, medical rescue services with stray dogs. Thirdly, goverment should provide and increase financial and political support for nongovernmental stray dog protection organization and programs. And lastly, goverment should implement specific measure to deal with stray dogs mainly establishing dog farms, and it's better if dog stray is open for adoption and not selling.

Besides, one organization called Humane Society International’s most high-impact programs, Street Dog Defender, has the ambitious goal of improving the lives of 300 million street dogs around the world. Eventually, we humans are animal species. We are gifted with highly intelligence and material development. On contrary, our brainpower, education and conscience give us a special responsibility of protecting over the Earth and all its being. #AnimalRights
