The Issue
As a concerned lifelong resident of our city, I have watched as our governance struggles to meet the evolving needs of our community. It is now evident that our city's current charter is not adequately structured to serve our needs, leading to inefficiencies and compromises on key issues. We require a change, and it begins with adhering to the protocols stated in Massachusetts General Laws (M.G.L.) Chapter 43B.
This law empowers us to implement a referendum for the creation of a charter commission which will examine and propose changes to our municipal government structure, thereby making it more adaptive and conducive to our local needs. The commission's remit will include identifying which officials should be elected or appointed, determining the ideal size and composition of the legislative body, increasing transparency around operating and budget preparations, and reorganizing departments for enhanced efficacy.
The enforceability of such a commission is supported by the Massachusetts Municipal Association, which recognized that charter commissions have "served as a path for more sophisticated, specialized, and modern government operations" in many communities across the state.
We seek action from our City Council now because evidence shows progressive governance structures can greatly improve city management, to better reflect and serve our diverse and evolving population.
