Instant domestic abuse history checker P.E.A.CH (perpetrator early alert check)
The Issue
As a survivor of domestic abuse, I understand the importance of having access to information that can help protect individuals from entering into potentially dangerous relationships.During my journey to recovery and healing I learned about Claire's law- a legislation designed to empower individuals by allowing them to enquire about their partners history of domestic violence from the police.
I was hopeful that this would provide a valuable tool in ensuring personal safety. Claire's law is a phenomenal tool in prevention. However, my own experience has shown that the response time for obtaining this crucial information can be frustratingly delayed.
When starting a new relationship, it is essential to have immediate access to relevant information regarding any potential partner's history of domestic abuse. The early stages are where the risk of abusive tactics like 'love bombing' are at its highest so having this information sooner drastically decreases the chances of becoming a victim of controlling and coercive behaviours. In 2013 the CPS changed prosecution guidelines to include 'lovebombing' .
Claire's law unfortunately takes time to process, weeks or even months for a response from Claire's law inquiries can leave individuals vulnerable and uncertain about their safety.
Therefore, I am proposing the creation of a traffic light system called P.E.A.CH (perpetrator early alert check) that provides an instant indication of any dangerous domestic abuse records on a new partner.
green- no domestic violence/abuse record
amber- historical, mild or pre scentenced domestic/violent crimes
red- high risk domestic violent/abusive record
each indicator would offer advise relevant to the level of risk
an online check can be done with instant alerts on potential new partners this system would serve as an initial indicator alerting individuals to the level of safety precautions required while waiting for a formal Claire's law report to be processed. This alert will NOT disclose any legal information like Claire's law does but would create more of an advice service and pre warning
By implementing this traffic light system alongside Claire's law, we can significantly enhance personal safety and empower individuals with timely knowledge about their potential partners' histories. This will enable them to make informed decisions and take appropriate measures necessary to protect themselves from potential harm.
To support this petition, let us consider some relevant facts:
1. It is estimated that around 3 women a week die by suicide as a result of domestic abuse.(refuge.org)
2. The World Health Organization (WHO) reports that globally, 30% of women who have been in a relationship have experienced physical or sexual violence by their intimate partner.
(Source: WHO)
3. Studies have shown that early identification and intervention in cases involving domestic abuse significantly reduce further harm and potentially save lives.
(Source: National Domestic Violence Hotline)
4. 41% of UK girls aged 14 to 17 in an intimate relationship experienced some form of sexual violence from their partner.
By making domestic abuse history information more easily accessible and creating a faster way of checking the safety of potential relationships, we can take significant steps towards preventing domestic violence and protecting individuals from harm.
I urge you to sign this petition, not just for survivors like myself but for everyone who deserves the right to enter into relationships with confidence and security. Together, let us raise our voices and demand change that will make a real difference in the lives of countless individuals and the futures of our children.
Let us ensure that no one has to endure the pain and suffering caused by domestic abuse. Sign this petition today and support our call for a safer future.
Thank you for your support.
