Install cameras in Swain’s EC Classrooms!

The Issue

Every child deserves to feel safe at school — especially students who may not have the ability to fully communicate when something is wrong.

Special education classrooms serve children with unique needs, including students who are non-verbal or have limited communication abilities. When incidents occur, these children may not be able to explain what happened to them, leaving families and educators without clear answers. This creates unnecessary risk, uncertainty, and heartbreak for everyone involved.

Installing safety cameras in special education classrooms is not about blame or surveillance. It is about protection, transparency, and accountability. Cameras can help ensure that concerns are addressed quickly, investigations are based on facts, and both students and staff are protected.

Many schools already use cameras in hallways, buses, and common areas to promote safety. Extending this same level of protection to classrooms serving our most vulnerable students is a reasonable and proactive step forward.

This petition asks our school district to formally review and adopt a policy allowing cameras in special education classrooms with appropriate privacy safeguards in place.

Our goal is simple: safer environments, greater transparency, and stronger trust between families and schools.

PETITION FOR THE INSTALLATION OF SAFETY CAMERAS IN SPECIAL EDUCATION CLASSROOMS IN SWAIN COUNTY SCHOOLS

We, the undersigned parents, community members, and advocates, respectfully request that the school district review and implement a policy allowing the installation of video cameras in special education classrooms where appropriate, for the purpose of improving student safety, transparency, and accountability.

Special education classrooms often serve some of the most vulnerable students in our school system, including children who may be non-verbal or have limited ability to communicate concerns or report incidents. These students rely on adults and systems to ensure their safety and wellbeing at all times.

The installation of classroom cameras is not intended to create punishment or distrust. Instead, it is a proactive safety measure that can:

• Protect students by providing objective documentation when concerns arise

• Protect educators and staff from false allegations

• Support timely and accurate investigations

• Increase transparency and trust between schools and families

• Strengthen overall safety practices within the district

 

We propose that any camera policy include reasonable privacy protections, such as:

• No cameras placed in bathrooms or private care areas

• Secure storage of video footage with limited access by authorized administrators only

• Use of recordings strictly for safety, investigative, and protective purposes

 

Many school districts across the country have successfully implemented similar safeguards to better protect both students and staff. Our community believes it is time to have a formal policy discussion and take proactive steps to strengthen protections for children who may not always be able to advocate for themselves.

We respectfully ask the School Board and District Administration to review this request, engage community stakeholders, and consider adopting a policy that prioritizes safety, transparency, and accountability in special education classrooms.
