We, the concerned citizens of Iowa, urge the authorities to prioritize the health and well-being of inmates at Anamosa State Penitentiary and Mount Pleasant Correctional Facility by installing air conditioning units in their living units. According to medical experts, prolonged exposure to high temperatures can lead to heat exhaustion, heat stroke, dehydration, respiratory problems, and other heat-related illnesses. Inmates are particularly vulnerable due to limited access to cooling measures.

2. Human Rights:
The United Nations Standard Minimum Rules for the Treatment of Prisoners state that "prisoners shall have access to fresh air" (Rule 12) and "the provision of good-quality food...and drinking water" (Rule 21). Ensuring adequate temperature control is essential for meeting these standards.

3. Legal Precedent:
In several states across the US, courts have ruled that extreme heat conditions in prisons violate inmates' constitutional rights against cruel and unusual punishment. Installing air conditioning systems would help prevent potential legal challenges while upholding basic human rights.
