The Issue

We, the undersigned residents, property owners, and concerned members of the community, respectfully petition for the installation of a stop sign at the intersection of Dolan Way and Penniger Drive.

This request is made due to ongoing safety concerns at this intersection, which recently resulted in a motor vehicle accident on Tuesday, June 9th, 2026. This accident highlights the potential dangers faced by drivers, pedestrians, cyclists and nearby residents who cross this intersection regularly. Despite numerous requests and reports to local authorities, the absence of a stop sign at this critical junction continues to jeopardize the well-being of all road users.

Numerous factors contribute to the hazardous conditions at this location, including:

  1. - Limited visibility for approaching vehicles in all directions. 
  2. - High vehicle speeds on Dolan Way.
  3. - Frequent near-miss incidents reported by residents. 
  4. - Presence of pedestrians, children, cyclists, and school traffic, including a bus stop for elementary, middle, and high school students.  
  5. - Difficulty safely entering or crossing the intersection.

A stop sign will effectively regulate traffic flow, reduce the speed of vehicles, and enhance visibility for all commuters. Implementing this simple yet crucial measure can drastically minimize accident rates and increase safety for everyone using this route.

The cost of installing a stop sign is minimal compared to the potential human and material costs of traffic accidents. Investing in preventive traffic measures is both prudent and fiscally responsible, aligning with our goal of building a safer community.

We respectfully request that the installation of a stop sign at this intersection be given serious consideration. We urge the city engineers to take swift action and prioritize the safety of our neighborhood. The safety of our community should be a priority, and proactive measures can help prevent future accidents before more serious injuries occur.

A stop sign or some other form of speed control seems worthwhile, necessary, and more than reasonable on this stretch of road, especially with the pool and playground right there. With the review and feedback of City Engineering, I’d support measures, including and not necessarily limited to a stop sign, to mitigate the safety concerns. If they determine through objective analysis that a stop sign isn’t the right fix, I will expect them to offer other potential options. Neighborhood Roads like Dolan Way that connect through neighborhoods are not intended to be used as primary traffic thoroughfares. All the best, Ryan

Both a stop-sign warrant analysis, and a speed hump evaluation were completed in 2019. At that time, neither study met the established criteria to justify changes to the existing traffic control or roadway conditions. With respect to traffic control, stop signs are not generally used as a speed management tool and are specifically discouraged for that purpose in traffic engineering practice. While it might sound like the right solution, an unwarranted stop sign can often lead to driver non-compliance and may create a higher safety risk than it mitigates. In fact, the referenced crash involved a failure to stop at an existing (warranted) stop sign. My team will re-evaluate the stop sign warrants to confirm whether the current control remains appropriate, and any changes will be made if justified by the data. In the interim, we will coordinate with the Street Department to address tree trimming to improve sight distance and evaluate additional pavement markings to better delineate and highlight pedestrian crossing areas.
