Install a raised crosswalk & improve traffic flow in front of ‘Ewa Beach Elementary School

The Issue

We, residents of ‘Ewa Beach, respectfully request the City and County of Honolulu Department of Transportation Services (DTS) to implement workable traffic flow measures and install raised crosswalks for our keiki in front of ‘Ewa Beach Elementary School on Papipi Rd. as soon as possible.

This is a dangerous crossing for our keiki and pedestrians during busy school traffic hours, as well as other times of the day when vehicles speed through Papipi Rd.  There have been too many close calls involving pedestrians who attempt to cross this busy street during school traffic peak hours. What is more, commercial vehicles have begun to use Papipi Rd. as a through street to avoid the traffic on Fort Weaver Rd. It is urgent that the city find feasible ways to improve the flow of school traffic at the beginning and end of school days and act quickly to improve pedestrian safety.

This has been an ongoing concern raised by local residents and school administrators since 2015.  In the Honolulu Complete Street Implementation Study Location Report by DTS in 2015, it recommended the installation of raised crosswalks at the two marked crossings in front of ‘Ewa Beach Elementary School, but nothing has been done yet.

As the ‘Ewa Beach community continues to grow, these traffic incidents will continue to rise if nothing is done to mitigate these traffic hazards.

For the reasons mentioned above, we are of the opinion that at least one, if not two, raised crosswalks must be installed as soon as possible.

Mahalo for your consideration of this petition, organized by State Representative Matt LoPresti.
