A Call to Begin a New Dialogue for the Future of Canada–Iran Relations

We, a group of Iranian and Iranian-Canadian university professors, researchers, scientists, physicians, professionals, and members of the academic and professional community across Canada and North America, respectfully submit this open letter with the hope of encouraging a new pathway for dialogue and cooperation between Canada and Iran.

Relations between nations are constantly evolving. As societies, technologies, economies, and global circumstances change, foreign policy must also remain dynamic and forward-looking. Dialogue does not imply the absence of differences; rather, it represents a responsible approach to managing disagreements, reducing human costs, and identifying areas of shared interest.

More than a decade has passed since diplomatic relations between Canada and Iran were suspended. During this period, the consequences have been experienced most directly by people: families with connections to both countries, students, researchers, academics, professionals, and citizens who have faced increasing challenges in accessing consular services, participating in scientific exchanges and cultural interactions, and pursuing professional collaboration.

At the same time, the global landscape has undergone profound transformation. Shared challenges, including public health, climate change, energy and food security, migration, sustainable development, and scientific advancement, require greater cooperation, knowledge exchange, and communication among nations.

Canada and Iran both possess valuable human, scientific, and cultural resources. The Iranian-Canadian community, through its contributions to Canadian universities, research institutions, health care, technology, entrepreneurship, and cultural life, represents a meaningful bridge between the two countries and a valuable opportunity for constructive engagement.

We believe that recent global developments and changing international circumstances provide an opportunity to explore new pathways for interaction. A gradual, pragmatic, and responsible process of dialogue can help manage differences, support citizens, and encourage cooperation in areas of shared interest.

We respectfully encourage the governments of Canada and Iran to consider initiating a formal process to explore pathways toward the gradual expansion of bilateral engagement. Initial areas of focus could include:

·    Improving consular services and supporting families with connections to both countries;

·    Expanding academic and research collaboration;

·    Strengthening cultural and scientific exchanges;

·    Developing cooperation in areas such as public health, environmental protection, technology, and innovation.

We also express our willingness to establish an independent, non-profit, and non-partisan committee composed of members of the Iranian and Iranian-Canadian academic and professional communities. Such a committee could provide expert perspectives, facilitate scientific and civil exchanges, and serve as a complement to official diplomatic efforts.

Guiding Principles

This initiative is founded on the following principles:

1. Constructive Dialogue

Recognizing dialogue as a means to enhance mutual understanding, responsibly manage differences, and identify opportunities for cooperation.

2. Mutual Respect

Supporting respect for the sovereignty, laws, cultures, and historical identities of both nations.

3. Human-Centred Approach

Prioritizing the needs of citizens, families, students, researchers, and communities affected by limited engagement between the two countries.

4. Scientific and Cultural Cooperation

Recognizing universities, research institutions, and cultural organizations as enduring foundations for connections between societies.

5. Gradual and Forward-Looking Engagement

Acknowledging that international relations are dynamic and that trust and cooperation develop through sustained, practical steps.

We firmly believe that science, education, culture, and human connections represent some of the strongest foundations for trust between nations. Strengthening these bonds serves not only the people of Canada and Iran, but also the broader interests of global cooperation.

With hope for a future in which dialogue, cooperation, and mutual respect play a greater role in relations between nations, we respectfully invite both governments to consider this opportunity for a new chapter of engagement.

دعوت به آغاز گفت‌وگویی نو برای آینده روابط ایران و کانادا
ما، جمعی از استادان دانشگاه، پژوهشگران، دانشمندان، پزشکان، متخصصان و اعضای جامعه دانشگاهی و حرفه‌ای ایرانی و ایرانی‌کانادایی مقیم کانادا و آمریکای شمالی، این نامه را با احترام و با امید به ایجاد مسیری تازه برای گفت‌وگو و همکاری میان ایران و کانادا تقدیم می‌کنیم.

روابط میان کشورها همواره در حال تحول است. همان‌گونه که جوامع، فناوری، اقتصاد و شرایط بین‌المللی تغییر می‌کنند، سیاست خارجی نیز نیازمند رویکردی پویا و آینده‌نگر است. گفت‌وگو به معنای نادیده گرفتن تفاوت‌ها نیست؛ بلکه ابزاری مسئولانه برای مدیریت اختلاف‌ها، کاهش هزینه‌های انسانی و یافتن زمینه‌های مشترک همکاری است.

بیش از یک دهه از قطع روابط دیپلماتیک میان ایران و کانادا می‌گذرد. در این مدت، پیامدهای این وضعیت بیش از همه متوجه مردم، خانواده‌های دارای پیوند میان دو کشور، دانشجویان، پژوهشگران، دانشگاهیان، متخصصان و شهروندانی بوده است که با محدودیت در خدمات کنسولی، ارتباطات علمی، تبادلات فرهنگی و همکاری‌های حرفه‌ای مواجه شده‌اند.

در همین دوره، جهان شاهد تغییرات گسترده‌ای در عرصه‌های سیاسی، اقتصادی، علمی و فناوری بوده است. چالش‌های مشترک جهانی مانند سلامت عمومی، تغییرات اقلیمی، امنیت انرژی و غذا، مهاجرت، توسعه پایدار و پیشرفت‌های علمی، بیش از هر زمان دیگری نیازمند همکاری، تبادل دانش و ارتباط میان ملت‌ها هستند.

ایران و کانادا از سرمایه‌های ارزشمند انسانی، علمی و فرهنگی برخوردارند. جامعه ایرانیان و ایرانی‌کانادایی‌ها، با حضور فعال در دانشگاه‌ها، مراکز پژوهشی، نظام سلامت، فناوری، کسب‌وکار و حوزه‌های فرهنگی کانادا، نمونه‌ای روشن از ظرفیت‌های مشترک میان دو کشور است. این جامعه می‌تواند نقشی سازنده در ایجاد پل‌های ارتباطی علمی، فرهنگی و انسانی ایفا کند.

ما معتقدیم که تحولات سال‌های اخیر و شرایط جدید بین‌المللی، فرصت مناسبی برای بررسی مسیرهای تازه تعامل فراهم کرده است. آغاز یک فرآیند تدریجی، واقع‌بینانه و مسئولانه برای گفت‌وگو می‌تواند به مدیریت بهتر اختلاف‌ها، حمایت از شهروندان و توسعه همکاری‌هایی که منافع مشترک دارند، کمک کند.

از دولت‌های کانادا و جمهوری اسلامی ایران با احترام درخواست می‌کنیم امکان آغاز یک فرآیند رسمی برای بررسی راه‌های گسترش تدریجی ارتباطات دوجانبه را مورد توجه قرار دهند. این فرآیند می‌تواند در مراحل نخست بر موضوعاتی متمرکز شود که مستقیماً زندگی مردم را تحت تأثیر قرار می‌دهد؛ از جمله:

تسهیل خدمات کنسولی و حمایت از خانواده‌های دارای پیوند با هر دو کشور؛
گسترش همکاری‌های دانشگاهی و پژوهشی؛
توسعه تبادلات فرهنگی و علمی؛
همکاری در حوزه‌هایی مانند سلامت، محیط زیست، فناوری و نوآوری.
ما همچنین آمادگی خود را برای تشکیل یک کمیته مستقل، غیرانتفاعی و غیرجانبدار متشکل از اعضای جامعه دانشگاهی و حرفه‌ای ایرانی و ایرانی‌کانادایی اعلام می‌کنیم. این کمیته می‌تواند با ارائه دیدگاه‌های کارشناسی، تسهیل ارتباطات علمی و مدنی، و حمایت از تعاملات مردمی، به عنوان مکملی برای تلاش‌های رسمی دیپلماتیک عمل کند.

اصول راهنما
این ابتکار بر پایه اصول زیر استوار خواهد بود:

۱ . گفت‌وگوی سازنده (Constructive Dialogue) 
پذیرش گفت‌وگو به عنوان ابزاری برای درک متقابل، مدیریت اختلاف‌ها و یافتن زمینه‌های همکاری.

۲ . احترام متقابل (Mutual Respect) 
تأکید بر احترام به حاکمیت، قوانین، فرهنگ و هویت تاریخی هر دو کشور.

۳ . اولویت دادن به منافع انسانی (Human-Centered Approach) 
توجه ویژه به نیازهای شهروندان، خانواده‌ها، دانشجویان، پژوهشگران و جوامعی که از فاصله میان دو کشور تأثیر پذیرفته‌اند.

۴ . همکاری علمی و فرهنگی (Scientific and Cultural Cooperation) 
تقویت ارتباط میان دانشگاه‌ها، مراکز پژوهشی و نهادهای فرهنگی به عنوان پایه‌های پایدار ارتباط میان ملت‌ها.

۵ . رویکرد تدریجی و آینده‌نگر (Gradual and Forward-Looking Engagement) 
شناخت این واقعیت که روابط بین‌الملل پویا است و اعتماد و همکاری در طول زمان و از طریق اقدامات عملی شکل می‌گیرد.

ما باور داریم که علم، آموزش، فرهنگ و ارتباطات انسانی از پایدارترین پایه‌های اعتماد میان ملت‌ها هستند. تقویت این پیوندها نه تنها به سود مردم ایران و کانادا، بلکه در راستای منافع جامعه جهانی خواهد بود.

با امید به آینده‌ای که در آن گفت‌وگو، همکاری و احترام متقابل نقش پررنگ‌تری در روابط میان ملت‌ها ایفا کند، از دولت‌های دو کشور دعوت می‌کنیم این فرصت را برای آغاز مسیری تازه مورد توجه قرار دهند.
