Every day, millions of trips are made across North Texas using toll roads operated by the North Texas Tollway Authority (NTTA). For many families, these roads are no longer simply a convenience. They have become a necessity for commuting to work, getting children to school, attending medical appointments, and supporting the continued growth of our region.

No one disputes that transportation infrastructure must be funded, maintained, and improved. However, as the NTTA has grown into one of the largest toll authorities in the country, concerns have continued to grow among the people who rely on these roads every day.

In 2025, the NTTA reported collecting more than $1.25 billion in toll revenue, with total annual revenue exceeding $1.35 billion. At the same time, many North Texans continue to question rising toll costs, administrative fees, and penalties that can quickly turn a small unpaid toll balance into a much larger financial burden.

Over the past decade, the toll road network throughout North Texas has expanded significantly. As our region has experienced unprecedented population growth, more residents have found themselves relying on toll roads as part of their daily routines. For many commuters, avoiding toll roads is no longer a realistic option.

With this growth comes a reasonable expectation from the public: accountability.

Many North Texans have also raised concerns about the enforcement practices associated with unpaid toll balances, including the ability for outstanding toll violations to impact vehicle registration renewal. While drivers should be responsible for legitimate toll charges, a system that can prevent registration renewal due to accumulated toll balances deserves careful review.

A toll payment issue should be handled through a fair and transparent process that allows drivers a reasonable opportunity to understand charges, resolve disputes, and address outstanding balances. The ability to maintain legal vehicle registration is essential for employment, education, healthcare, and daily life, and any system that can affect that ability should be evaluated with careful consideration.

The public deserves a clear understanding of how toll revenues are collected, managed, and invested. Drivers deserve confidence that toll rates, fees, and enforcement practices are fair, transparent, and designed to serve the communities that rely on these roads.

This petition is not a call to eliminate toll roads or avoid paying for infrastructure. It is a call for an independent, comprehensive review of the North Texas Tollway Authority’s pricing practices, fee structure, financial transparency, enforcement policies, and long-term planning.

A system that collects more than a billion dollars annually should welcome public confidence through openness, accountability, and meaningful review.
