Change IU CH parking permits to Commuter passes and open visitor lots to student parking

The Issue

Parking at Indiana University is an absolute mess. Parking Operations is run as its own entity and price gouges the parking permits and charges more for campus parking violations than the City of Bloomington does for a street parking violation. What logic is used to determine that students who live in dorms get priority over convenient on-campus parking spots and off-campus students who commute must park in the stadium and hopefully catch a bus to their class? Students who already live on campus should be restricted from purchasing CH spots because they already have the convenience of being located on campus and because of the fact that a CH permit is only good in its specified zone: you can't park anywhere else on campus without getting ticketed. The notion of dorm spots also becomes irrelevant in the coming year (as well as last year) because nobody outside of the Freshman class is permitted to live on campus. As a student who was displaced from living in a dorm last year due to the mold in several dorms around campus, I needed to commute to campus. I often noticed that the majority of cars parked in CH spots never moved and were simply taking up space in the already limited parking. I again ask, why do the students who already live on campus get priority for permits? It is in this petition that I ask Indiana University and its subsequent party IU Parking Operations to change the rules concerning parking and scrap the idea of a "Campus Housing Permit" and replace it with a "Commuter Permit" so that students who travel to campus for class have priority access to campus parking. On-campus visitor lots should be made into Commuter student parking lots and force all campus visitors to park in the stadium lots. The prices for parking permits ($174 for Stadium parking and $236 for CH parking) is simply outrageous considering that it only costs $45 for a City of Bloomington parking pass. Our competitor school, Purdue University, allows only upperclassmen to park in their residence hall spots and even has several parking lots around campus that are reserved for students who live outside of a 1.5 mile radius around the academic campus.
