Mandatory Black Bottoms In School Uniforms for Preventing Visible Period Blood Stains

Mandatory Black Bottoms In School Uniforms for Preventing Visible Period Blood Stains
The Issue
In a country where there is a palpable difference in the way we value education for boys/men versus girls/women, the least we can do is make things easier for girls who have periods by making it mandatory to keep the colour of the bottom part of the school uniforms a really dark shade of black. (Only applies to schools with compulsory uniforms and to students from sixth grade onwards). This is so that girls can:
-Attend school without needing to ask anyone to keep a watch on their skirts/pants to see whether or not they're able to see red-ish stains.
-Avoid missing out on activities where the likelihood of staining the clothes increases such as sports or any movement based activities.
This problem occurs more often than people are aware of. The lack of awareness is due to it being a taboo to talk about so much that these stories don't leave people's inner circles. In addition to this:
-Girls should be allowed to keep a towel on their chair in order to not stain the chair if they wish to do so and shouldn't be frowned upon or humiliated no matter who finds out they're on their periods.
-Government schools should be given extra money to offer free pads and pad disposals and private schools should be asked to keep extra pads and disposals in case of emergencies and it should be made easier for girls to ask for them without any kind of hesitation. Pads are obviously only there in case of an emergency and not to cover the entire menstruation cycle and pads shouldn't be wasted either. But a certain amount of pads should be kept in the washrooms.
I think doing whatever it takes to make education easier for everyone is more important than any colour the specific school wanted their uniforms to be.
This is not a petition to:
-Allow girls to wear black clothing only on their period days. In a country where we're not supportive enough to let women talk about their periods freely it is counter-productive to ask women to wear clothing that lets everyone else know they're on periods.
-Allow girls to take a leave during their periods. This is counter-productive to their education.
-Create separate schools or classrooms for girls permanently or for their period days. This is about accommodating all the genders and not segregating them.
There should be legal action taken if:
-Any authority from any school causes any emotional distress or humiliation just because a student is discussing menstruation. We should discourage people from treating it like a taboo or a hush-hush topic and normalize its existence.
-A school is stingy and fails to provide enough pads or pad disposing bags.
-Refuses to allow girls to keep a towel on their chair.
-Discourages girls from being hesitation free while openly discussing her periods and period related issues.
-Any school authority is found shaming any female students in regards to periods.
