Introduction
Unemployment is one of the biggest social issues in the Philippines. As the population grows, the number of labor force participation rate also increases to make their needs met and to feed their families, but a major problem is that the country doesn’t have enough jobs for these people, not only that but various factors such as health problems, discrimination, low level of education and high standards for requirements causes to increase the unemployment rate in the Philippines that may lead to poverty, higher rate of crime, economic effects, homelessness and other relevant social issues. This study will therefore help to find out the main factor that causes unemployment and what are the possible solutions to prevent it.
Purpose
The purpose of this concept paper is to find a solution for the unemployment issue in the Philippines. According to Philippine Statistics Authority 13.9% are underemployed while 4.5% is the unemployment rate in the Philippines. As there are technological changes where modern technology is being used to produce products or services, the number of jobs that need a labor force decreases. This study aims to provide awareness on how unemployment issues can be solved with the use of a website and to take action through a petition. Moreover, this answers the following questions:
Does increasing jobs in labor-intensive industries help to decrease the unemployment rate in the Philippines?
Does making jobs more accessible for everyone help to decrease the unemployment rate in the Philippines?
What are the other solutions for unemployment in the Philippines?
Project Description
With the use of concept paper, the unemployment issue in the Philippines will be identified, its causes, effects and its possible solution. Change.org is a website that will be used as a tool for spreading information about a major social issue in the country and how people can make a change with the means of modern technology. The concept paper and other related materials such as images and infographics will be posted on the website.
Goals and Objectives
This study’s goal is to give spotlight for those who are not able to find jobs despite their needs not being met and for those who are not given an opportunity to work in an industry despite having the right skills that are applicable for the job. This aims that at the end of this study, after using the means of modern technology or social media, the main reason for unemployment which is lack of job and inaccessible jobs (high standard requirements) will be put into focus and that there will be some changes about this issue as it will be able to reach more readers and provide them enough information about this issue. After all, the main objective is to prevent, decrease or put an end to the increasing negative effects of unemployment including poverty, lack of education, malnutrition, increasing crime rate and more.
Methodologies and Timelines
Methodologies
The information about the chosen social issue will be conceptualized by the means of a concept paper focusing on one issue which is unemployment. This concept paper includes the title, introduction, purpose, project description, goals and objectives, methodologies and timelines, benefits/anticipated outcomes, support needed & costs, and contact information.
The group will then create an account in CHANGE.org, a website used to sign a petition and spread awareness about various social issues.
The group will upload the concept paper to the website including the related images and infographics needed which focuses on the unemployment issue.
Lastly, the project will be submitted by attaching the link of the post to the google classroom.
Timelines
This study is expected to be completed within 10 days.

Benefits/Anticipated Outcomes
This will benefit the unemployed as they will have more opportunities to have jobs fulfilling their needs and providing salaries that are needed for their everyday lives. The anticipated outcome of this is that jobs in labor-intensive industries, an industry that requires a large amount of labor force or workers to produce goods or services such as agriculture, mining, restaurants, hotel, and healthcare will increase. With this, the unemployment rate will decrease as well as the other social issues related to unemployment including poverty, homelessness, hunger, increasing crime rate, and more. Another anticipated outcome of this is that jobs will become more accessible for everyone, including freshly graduates, people who need jobs despite of their educational background, people who need jobs despite of their age, gender, religion, belief, economic class, culture, disabilities etc. That they will get the right job that they deserve despite of differences and without discrimination, as some people who are actively seeking jobs, they are not able to get those as the standards for requirements are too high, even though the applicant is fit for the job, causing them to be unemployed. Jobs must be accessible and available for everyone so that they will have an equal opportunity just like everyone who are privileged to get a proper job and that they will be able to contribute to economic growth using the skills they have to perform their jobs.
