Women are not included in Rovering in India. A woman can be a ranger which is under WAGGS in India under Bharat Scouts & Guides. The choice must be open. If a woman wants to be a rover under Bharat Scouts & Guides she must be allowed to do so. WOSM is following the rules. In all other countries like Bangladesh a women can join rovering. They are called as rover. As a human being it is a basic right. All women youth and Rovers must support the demand.
