The Issue
An elementary school teacher is dead after a traffic crash that authorities say occurred while a federal immigration enforcement action was unfolding nearby. A family has lost a loved one. Students have lost a teacher. A community is grieving.
Regardless of the immigration status of anyone involved, one truth is undeniable: civilians should not lose their lives as a result of law enforcement operations.
According to officials, federal agents attempted to apprehend a driver who then fled, ran a red light, and collided with another vehicle, killing Dr. Linda Davis. Local police were not involved in the attempted stop and only responded after the crash.
When enforcement actions take place in populated areas, especially near schools, residential neighborhoods, and busy intersections, there must be clear safety protocols to minimize risks to the public. While individuals are responsible for their own actions, government agencies are responsible for ensuring their operations do not unnecessarily endanger innocent bystanders.
This petition calls on the U.S. Department of Homeland Security and Immigration and Customs Enforcement to implement stronger safety coordination measures during enforcement operations conducted in high-traffic and residential areas. That includes risk assessments before vehicle stops, clearer coordination with local law enforcement when appropriate, and formal review procedures following any civilian injury or death linked to enforcement actions.
