The Issue
To Mayors of Durham Region - Urgent concerns regarding a gap in our current by-laws, which could significantly impact the well-being of our residents and their cherished pets, whom many consider family. Through thorough research, identified significant shortcomings in our current by-law system, including the Responsible Pet Ownership By-law (Whitby and Oshawa), BY-LAW NUMBER 57-2021 (Ajax) By-law 6852/08 (Pickering) Responsible Pet Owners’ By-law 2013-024 (Clarington) which fails to adequately protect pets outside of residential homes or pet stores. It is disheartening to note the absence of comprehensive by-laws or sufficient licensing requirements that ensure the safe and ethical operation of such businesses, thus safeguarding both pets and staff members.
Unfortunately, critical issues such as insufficient staff training in essential areas, including Pet First Aid certification—advertised to reassure clients—are not even checked to confirm if staff does in fact have that training as well as no training on emergency protocols. Additionally, there is often a lack of adequate staff-to-dog ratios, impeding proper care and supervision of the animals. As well as health and safety issues due to lack of equipment or protective clothing when handling chemicals or waste. These challenges necessitate immediate attention to ensure the safety and well-being of both staff and animals.
These suggestions address the critical regulations and requirements essential for ensuring the safety of staff, clients, and animals within pet care service facilities:
1. Handling Philosophy and Staff Training:
Kennel staff should be required to complete a specific training program covering animal behaviour, first aid, emergency protocols, and proper handling techniques, with ongoing professional development, given their significant impact on both the physical well-being and mental health of clients’ companion animals during their stay.
2. Background Checks:
Kennel staff should be required to subject to background checks, including vulnerable sector checks, to ensure a safe environment for the animals in their care.
3. Kennel Transparency and Informed Decision-Making for the Public: Tours allow potential clients to see the kennel's environment firsthand, including the cleanliness, ventilation, and overall layout, which is crucial for making an informed decision about where to board their pet.
4. Staff-to-Dog Ratio Regulation:
Regulations should mandate a minimum staff-to-animal ratio to ensure adequate supervision and care.
5. Enrichment Regulation:
Enrichment programs are essential in alleviating stress and anxiety and combating boredom for animals by offering stimulating and challenging environments and activities.
In our community, citizens place immense trust in facilities that are portrayed as compassionate and professional. However, many of these establishments fall short of their promises, revealing a disheartening reality that must be addressed with urgency. It is crucial to protect the welfare of animals, clients, and staff members across our region.
As a dedicated animal advocate, it is our duty to ensure that the voices of these vulnerable beings are heard and that their lives are treated with the respect they deserve. Correspondingly, as a policy decision maker, your role is vital in representing the interests of the public by implementing necessary improvements.
We are seeking updates to current By-laws and local licensing requirements. The community is calling for these changes, and we are confident in your commitment to fostering a safer, more humane environment for all.
