The Issue

I am a resident of Winnebago County, IL, and I have personally experienced the dangers that users of Willow Creek recreation path face. Currently Loves Park and Machesney Park are allowing the Forest Hill Road Underpass to flood, resulting in path users being forced to use the above road crossing. 

There have been occasions where I've had to stop traffic at the crossing to allow families to safely cross the road. This is not just an inconvenience; it's a serious safety issue that needs immediate attention.

Our community deserves safe and accessible recreational spaces. However, the current state of this path poses risks for pedestrians, cyclists, and motorists alike. According to the National Highway Traffic Safety Administration (NHTSA), there were 7,508 pedestrian fatalities in 2022 in the United States - this is an alarming statistic that we must work hard to avoid contributing towards.

We request the removal of the Rock Dam 300 feet downstream from the Underpass, as this would stop the frequent flooding and allow path users to safely cross under Forest Hills Road.

We also propose implementing pedestrian activated flashing crossing lights, along with speed reduction measures near these areas. Additionally, regular patrols by local law enforcement can ensure compliance with these regulations.
