The Issue

The intersection at 17th and Eagleson has become a significant safety concern for both students of Indiana University (IU) and the surrounding community in Bloomington, Indiana. With the growing population and increased traffic, the deficiencies in safety measures at this crosswalk are glaringly apparent. The area lacks sufficient lighting, making it perilous during nighttime and early morning hours. Moreover, the absence of a stoplight or stop sign further exacerbates the situation, putting pedestrians at great risk.

Over recent months, numerous incidents and close calls have been reported by both students and local residents, highlighting an urgent need for intervention. According to the National Highway Traffic Safety Administration, in 2019, over 6,200 pedestrians were killed in traffic-related incidents in the U.S., indicating how critical pedestrian safety measures are, especially in high traffic zones. 

Implementing a well-lit environment, accompanied by clear traffic control measures such as a stoplight or stop sign, is essential to prevent potential accidents. These changes would significantly enhance visibility and ensure that vehicles yield to pedestrians, promoting a safer passage for everyone. University students frequently use this path to commute to their classes and corresponding housing areas, making its safety paramount.

As concerned citizens and members of the IU community, we call upon the university administration and Bloomington city officials to prioritize the safety of this crosswalk. Let's prevent future accidents and secure this essential route for all foot traffic, ensuring it is safe for day-to-day use.

I value hearing from residents and I want to be clear about how authority over street features works in Bloomington. During the first year of the current City Administration, the Mayor adopted the position—supported by the City Council’s legal counsel—that the City Council does not have authority over most street features and changes, including items like crosswalks and stop controls. Under this interpretation, decisions about design, installation, and modifications to local streets are handled by the City Administration, not the Council. If you’d like to pursue changes at this location, the most effective next step is to contact the Mayor’s Office or the City of Bloomington Planning & Transportation Department to share your concerns and ask about process and timelines. Those offices are best positioned to evaluate safety requests and determine feasible actions. Thank you again for engaging on this issue and for keeping the discussion constructive.

This intersection has been prioritized by the Planning & Transportation and Engineering departments as part of the Crosswalk Improvement Plan as a Phase 3 project. I will reach out to engineering to see if they have any updates as to design or construction timeline for this particular project. Thank you to everyone who reached out and signed the petition regarding East 17th Street and Eagleson Avenue. We share your concern and care deeply for everyone involved in this accident—the young women, their families, and the driver, who I understand is also a student. Every crash is a tragedy, and every one reminds us why this work matters. As part of our Safe Streets for All Plan, Bloomington is taking a systemwide approach to traffic safety focused on what’s known as our high-injury network—the small percentage of streets where most serious crashes occur. The goal is simple but urgent: zero fatalities, zero life-changing accidents. Driver and pedestrian behavior has changed dramatically in the era of phones and constant motion. Our job as a city is to design streets and policies that help keep people safe even when someone makes a mistake. The Safe Streets for All Plan, adopted last year, maps the city’s high-injury network to help us target improvements where they’re needed most. East 17th Street and Eagleson Avenue is already identified in that network, and both the City and Indiana University have been actively planning for safety improvements in this area. In fact, before this recent accident, our teams had already scheduled a meeting to review safety strategies for that intersection. On October 23, Public Works moved quickly to install new pedestrian crossing signage to improve visibility and calm traffic while longer-term design options—such as signalization, lane adjustments, or crosswalk upgrades—are studied and prioritized through the plan. It’s important to know that design and construction for projects like this take time. We’re in the concept development stage—identifying what’s possible, where it fits in the system, and how to fund it. Nothing has been approved or funded yet, and that’s intentional. We want to get it right. Many of the changes residents are calling for—better crosswalk visibility, improved signal timing, and enhanced traffic-calming—are already part of the Safe Streets for All strategy. The City implements improvements as quickly as possible with available staff and funding, using a data-driven process that considers crash history, injury severity, and community feedback.
