Improve Lyncroft Avenue / Cannon Lane junction, Pinner, Harrow & introduce traffic calming
The Issue
The Lyncroft Avenue / Cannon Lane junction is a busy intersection that has been causing residents and motorists concern. Along with vehicles travelling at excessive speed along Lyncroft Avenue, the junction southbound from Cannon Lane is set back due to the curvature of the road, resulting in limited visibility when vehicles are parked on the north side of Lyncroft Avenue near to the junction. This makes it difficult for drivers and riders exiting the southbound junction or travelling east along Lyncroft Avenue to see other traffic until they are very close to the intersection. The videos at the end demonstrate this.

Along with excessive speed along Lyncroft Avenue, this has led to a number of accidents and near-misses. Most recently, on Sunday, 14 May 2023, a serious accident occurred when a car pulling out of the soundbound junction and turning right into Lyncroft Avenue collided with a moped travelling east. The moped and rider were dragged approximately 30m under the car. The moped rider's helmet was dislodged during the accident, the front of the car had to be lifted by a number of people to get the moped rider out and the moped rider was unable to move. The moped rider was then taken to hospital. Let's hope this unfortunate person was not seriously injured, but it seems only a matter of time when an unfortunate person will be seriously injured if this person was lucky to escape serious injury.
Additionally, the roadway narrows as it reaches Lyncroft Avenue and speeding vehicles on Lyncroft Avenue make the road even more dangerous for pedestrians trying to cross, particularly for vulnerable pedestrians (eg people with kids) on Lyncroft Avenue prior to the Cannon Lane / Lyncroft Avenue junction (which leads to a nursery, park, public transport, school, shops etc), and for vehicles pulling out of residential driveways. The road is used by a significant number of vulnerable pedestrians.
It is time for action to be taken to improve sight lines at this dangerous junction and reduce speeds in Lyncroft Avenue.
To address these concerns, we call upon Harrow Council to take immediate action to:
i) Improve the sight lines for traffic exiting the junction southbound from Cannon Lane and travelling east along Lyncroft Avenue, including increasing the double yellow line on the north side of Lyncroft Avenue approaching the junction;
ii) Introduce speed humps in Lyncroft Avenue;
iii) Provide a pedestrian crossing in Lyncroft Avenue prior to the Cannon Lane / Lyncroft Avenue junction; and
iv) Resolve the use of Lyncroft Avenue by vehicles over 7.5 tonnes. The road has a restriction preventing use by such vehicles, but one end has no signs notifying of the restriction and the restriction is apparently not being enforced.
