Improve Conditions and Human Rights in Foster Homes
The Issue
We are at Minic, an Ottawa U mini course to create social change using law. We are deeply concerned about the conditions in foster homes and the violations of human rights that are occurring. The current state of affairs is not only unacceptable but also detrimental to the well-being of thousands of children across Canada. According to a 2019 report by the Children's Bureau, over 423,000 children were in foster care in the United States alone. In Canada over 59,000 kids went through the system in 2023. These children deserve better; they deserve a safe, nurturing environment where their rights are respected.
The issues range from physical and emotional abuse to neglect and lack of access to essential services like education and healthcare. This is not just about improving conditions; it's about ensuring that every child's basic human rights are upheld as outlined by UNICEF's Convention on the Rights of a Child.
We must act now. We must demand that our government takes immediate action to improve conditions in all foster homes, implement stricter regulations for those running these institutions, ensure regular inspections are carried out effectively, provide adequate training for caregivers, and most importantly stop any form of human rights violation within these systems.

Right to Non-Discrimination (Article 2, UN Convention on the Rights of the Child): Indigenous children are disproportionately represented in the foster care system, highlighting systemic discrimination. They are often removed from their families and communities at a higher rate than non-Indigenous children, which violates their right to cultural identity and family unity.
2. Right to Education (Article 28, UN Convention on the Rights of the Child): Children in foster care may face barriers in accessing education due to placement instability, lack of support, and discrimination. This affects their right to quality education and hinders their long-term opportunities.
