Impose Regulations on Breeding Cats, Dogs, and Rabbits without Permits
The Issue
Like countless people worldwide, I have a personal attachment to this issue. I have witnessed far too many homeless pets put to untimely deaths due to overpopulation and lack of rescue space. This situation, which sees only a fraction of these innocent creatures adopted, is due largely to uncontrolled, uninformed breeding of cats, dogs, and rabbits.
Each year, thousands of dogs and cats are euthanised in the UK.
Figures for euthanasia are not very well published and are difficult to find in the UK but the RSPCA 2022-2023 euthanised 15.31% of dogs and puppies that went into their care.
In the same year Battersea euthanised 27% of their dog intake and 7% of their cats. Dogs Trust had 614 dogs in their care die of illness, old age or euthanasia. These charities do amazing work but have to make difficult choices. Some of these animals are old or sick, some are banned breeds but most are euthanised purely to make space for more rehomeable animals. Smaller charities are able to offer sanctuary and never put animals down but this comes at the cost of having to turn animals away.
Such alarming figures reveal a dire need for regulations on the breeding activities of everyday citizens.
With this petition, we demand that legislation be enacted forbidding individuals from breeding cats, dogs, and rabbits unless they are registered breeders. Implementing this, we believe, will significantly help alleviate the problems of overpopulation and euthanizing healthy, adoptable animals solely due to lack of suitable homes and rescue spaces.
Every domestic pet should be neutered or spayed by the age of 9 months old to stop the huge increase of abandoned kittens and puppies.
We would also search to make it law that as well as being microchipped it is an offence not to update it when an animal changes hands.
