The Israeli War Cabinet refuses to implement the decisions of the Security Council in accordance with resolution 2728 – dated 25.03.2024.

Therefore:

1. The Security Council immediately must decide to deploy a UN Peace Corps to open passage from Egypt to the Gaza Strip for all food, medical and energy supplies, as well as medical personnel. 

2. Before May 01, 2024, the Israeli army must withdraw from the West Bank, East-Jerusalem and the Gaza Strip, while at the same time all Hamas and other militias must withdraw from the Gaza Strip. Until the elections of September 8, 2024, and the formation of a government, Palestine will be governed and secured by the UN.

3. Before May 01, 2024, Hamas must release all prisoners and Israel must simultaneously hand over all Palestinian prisoners to the UN Peace Corps and place them under the jurisdiction of the International Court of Justice in Ramallah.

4. Parliamentary elections must be held on Sunday, September 08, 2024, among all adult Palestinians inside and outside the country, under the exclusive authority and organization of the UN.

5. On the same day, Sunday, September 08, 2024, elections must be held for the Knesset in Israel. Residents of the West Bank settlements can vote by letter or in West-Jerusalem and Tel Aviv.

6. Representatives of Israel and Palestine, mediated by UN delegates, must conclude an agreement on the free movement of goods, services, capital and people by June 30, 2024. The implementation of this agreement means that all roadblocks and checkpoints must be dismantled.

7. Immediately after June 30, 2024, the General Assembly of the UN must recognize Palestine as a full member of the UN. The Security Council must accept the decision of the General Assembly.
