Implement support for small businesses affected by SSP changes
The Issue
Running a small business has always been challenging, but recent government policy changes threaten to make it even more difficult. As the owner of a small company with a dedicated team of nine, I am deeply concerned about the forthcoming Statutory Sick Pay (SSP) changes set to take effect in April 2026. While I fully support the rights of employees, these new regulations impose significant financial burdens on small and micro businesses like mine, which simply cannot absorb costs in the same way larger enterprises can.
Currently, when an employee is unable to work and receives SSP, small businesses like mine have to bear not only this expense but also the cost of hiring additional staff to cover the absent employee’s hours. This creates a situation where businesses are effectively operating at a loss, as the combined expenses exceed the resources available to us. The lack of government-led support or rebates compounds this issue further, placing small businesses in a precarious position.
Previously, there was some form of financial support to help businesses recoup these costs, but no such provisions exist now, nor are they planned for the future. Without assistance, small businesses—already facing increased National Insurance contributions, tax hikes, and the recent reduction in employees' National Insurance—are left with few viable options. They are forced to choose between increasing prices, which risks loss of clientele, or potentially closing their doors altogether.
According to the Federation of Small Businesses, SMEs make up over 99% of all private sector businesses in the UK, accounting for more than half of all employment. They highlight that without adequate support systems, the very backbone of the local and national economy is at risk of collapse. Similar sentiments have been echoed by the Small Business Federation and industry experts, who warn of the damaging effects of such policies on the economy.
We urge the government to reconsider the current policy direction and implement tangible support mechanisms that will assist small businesses in managing the financial pressures imposed by SSP changes. Specifically, we seek the reintroduction of financial relief schemes that allow small businesses to claim back SSP costs, helping us maintain operational viability and continue serving our communities.
