Implement Strict Federal Breeding Laws to Enhance Responsible Dog Ownership

The Issue

I live in a community where lack of responsible dog ownership is evident. The streets teem with dogs that have been carelessly discarded and dog shelters acceleratingly reach reprehensible rates of euthanasia to spare space. I take it personally as I tirelessly find homes for dogs enlisted for euthanasia; one of which is my own. Our country, although advanced, suffers a severe animal welfare concern comparable to less developed nations. This distressing reality prompted me to call for your support to goad the institution of stringent federal breeding laws. 

Specifically, we are calling for our elected officials ensure canines are bred responsibly: dogs should not breed past the age the primary vet recommends; health issues prevalent in the breed must be monitored; veterinary approval and health and temperament assessments should be mandated; dog breeders must only allow one litter per year without the intervention of elective c-sections; a minimum age for breeding must be established; unnecessary bodily alternations and changes to body shapes that may disrupt natural reproduction should be banned. Home visits by licensed professionals to ensure dogs have proper housing and welping boxes.

Breeder education is equally crucial. Mandatory schooling and licensure should be requisites to breed. Conditions for adoption must be stringent, mandating vaccines, spaying/neutering contracts that are breed specific, microchipping, and home visitations to ensure appropriate living conditions. 

The American Society for the Prevention of Cruelty to Animals (ASPCA) estimates that 3.3 million dogs enter US shelters every year. By restricting indiscriminate and irresponsible breeding, we can significantly reduce these numbers and alleviate the distressing overpopulation problem plaguing my community, and similar ones nationwide.
