Implement stray dog sterilization in Punjab

The Issue

We, the residents of Kapurthala, are deeply concerned about the growing stray dog population in our area. Despite our persistent complaints and public appeals, the Government of Punjab and the Department of Local Government have yet to initiate the necessary sterilization and vaccination efforts as mandated by the Animal Birth Control (Dog) Rules, 2023. This delay is not just a matter of inconvenience, but a pressing issue impacting public safety and animal welfare.

Stray dogs roam our streets, causing fear among residents, and unfortunately, this fear is not unfounded. The number of dog bite incidents has been escalating, creating an urgent need for action. These incidents not only cause physical harm but also emotional distress to those affected, especially children and the elderly.

The Animal Birth Control (Dog) Rules, 2023, provided a structured and humane approach to manage this crisis through sterilization and vaccination, which has proven effective in other regions. By controlling the population and ensuring dogs are vaccinated against rabies, we can significantly reduce the health risks associated with stray dogs while also improving the quality of life for these animals.

According to data from the World Health Organization, India reports approximately 18,000-20,000 cases of rabies annually, a significant portion of which is linked to dog bites. A systematic implementation of these rules in Punjab, therefore, is not just an adherence to regulations but a life-saving measure.

We call upon the local government authorities to recognize the urgency of this situation and begin the sterilization and vaccination project without further delay. Allocating necessary resources and executing an effective strategy can transform our community into a safer place for both residents and stray animals.
