Implement right to free education for minorities in India
The Issue
Growing up in a Christian Minority family, I have been deeply involved in social, community, and political activities. This proximity has allowed me to witness firsthand the struggles faced by minority families in securing good education for their children. A significant concern is how the parents and children from these communities often face maltreatment and derogatory remarks from the management at minority-affiliated institutions. Having personally confronted the authorities managing these institutions, I was met with shocking responses, highlighting a grave issue in the system.
The Constitution of India guarantees the Right to Free Education for every child, including those from minority communities. However, many minority-affiliated institutions, both aided and unaided private ones, have failed to uphold this right. Despite the constitutional mandate, these institutions often impose significant financial burdens on minority families, depriving their children of equal educational opportunities.
According to a UNESCO report, education plays a pivotal role in reducing inequality and promoting inclusive development. Denying minority children free education not only violates their constitutional rights but also perpetuates the cycle of poverty and discrimination. Ensuring that minority children receive free and quality education is vital for their personal development and for fostering social harmony across the nation.
A feasible solution to this pressing issue is the strict enforcement of the Right to Free Education in minority-affiliated institutions. The government should introduce policies and monitoring mechanisms to ensure that these institutions comply with constitutional provisions. Additionally, awareness programs can be initiated to educate minority families about their rights and the avenues available for addressing educational grievances.
This petition calls on the Attention of The Honourable Prime Minister of India.

Whereas, Article 21A of the Constitution of India guarantees free and compulsory education to all children aged 6–14;
Whereas, the Right of Children to Free and Compulsory Education (RTE) Act, 2009, aims to ensure quality, inclusive education and fair standards;
Whereas, current exemptions (following the 2014 Pramati judgment) allow minority-affiliated institutions to operate outside these standards, leading to a disparity in education quality and access, often excluding children from the very communities these institutions are meant to serve;
Whereas, the Supreme Court (2025) has recognized that "enclaves of privilege" cannot be created at the cost of national education goals;
Education for All in India.
Through this Petition We call upon the Central Government and Request all Chief Ministers of the State Governments as well as the Presidents of State Minorities Commission to Support passing a Resolution to
Amend the RTE Act to remove the blanket exemption for minority-affiliated educational institutions.
1) Mandating the 25% EWS, which includes children from the minorities 15% + 10 EWS (General) quota in all private, aided, unaided minority institutions to ensure underprivileged children have access to quality education.
2) Strengthen monitoring to ensure minority institutions serve their intended purpose of providing education to the minority community and other EWS , rather than functioning as elite, exclusionary institutions.
3) To take immediate action to implement and enforce the Right to Free Education for minorities. By ensuring that all children, regardless of their background, have access to education without financial barriers, we can lay the foundation for a more equitable and progressive society.
