In the state of New Mexico, homelessness is a pressing issue that needs immediate attention. As of 2020, it was reported that approximately 2,464 individuals were homeless on any given day (U.S. Department of Housing and Urban Development). One significant factor contributing to this crisis is the lack of affordable housing options. Rent in New Mexico has increased by 70% since 2017, while wages have only grown by 15%. 

Currently, state law does not allow cities to implement rent control policies. These policies can be instrumental in ensuring affordable housing for all residents and reducing homelessness rates significantly. For instance, states like California and New York have seen positive impacts from implementing such measures (National Multifamily Housing Council).

We propose a change in state law that would permit cities within New Mexico to implement rent control measures. This change could provide an essential tool for municipalities striving to combat homelessness and ensure every resident has access to safe and affordable housing.
