Implement Noise Barriers in Our Virginia Beach Neighborhood
The Issue
Woodstock is located in the Kempsville area of Virginia Beach. The Woodstock subdivision that borders along the I-64 East at the 286A exit. Parts of Woodstock Rd. and Driskill Ct. are the ONLY parts of the subdivision and highway without a sound wall barrier. The entire length, along with the neighborhood on the opposite side of the highway, has a wall. The missing section is approximately 1864 ft. – approximately a quarter of a mile.
Over the years, the noise levels along the highway have significantly increased. Noise levels are high during the day and evening. We hear cars speeding and racing through the night, which presents a danger should a car run off the highway. The only thing separating the homes from the highway are wooden fences. This impacts not only quality of life, but home values and other insurance considerations.
Why is this important?
The cost to complete a wall should not be high. VDOT has already run several projects along this stretch, but continues to neglect this section or fails to budget. The city is also responsible for supporting the resident's well-being. Moreover, VDOT has failed to maintain the water draining ditches along the road, which has lead to increased flooding to the areas not protected by the all. All of this impacts quality of life, insurance costs and home values for those along the stretch that are unprotected. Also there is a new development being worked on, which will also be impacted by this unfinished wall.
We urge the local government of Virginia Beach to take immediate action by implementing noise barriers around our neighborhood. These barriers have been proven effective at reducing traffic noise by as much as half (Federal Highway Administration), significantly improving residents' quality of life.
