On December 17, 2025, my daughter, Officer Kaitlin Crook, was tragically shot and killed by her estranged husband. Kaitlin had courageously left an abusive relationship and was in the process of rebuilding her life, but her ex-husband continued to stalk, harass, and threaten her. Despite dedicating her career to protecting the public from the very violence she endured, her life ended in the tragedy she fought to prevent.

Kaitlin's story symbolizes the harsh reality that domestic violence can touch anyone, regardless of their efforts to escape or rebuild. It is a chilling reminder of how the current system fails to protect victims adequately. We need a change to ensure the safety of domestic violence victims like Kaitlin.

I am calling for the implementation of a nationwide Domestic Violence Offender Registry paired with mandatory GPS monitoring. This initiative will ensure that those convicted of domestic violence are required to register as offenders and be monitored through GPS, both after their prison sentences and as a condition of their bond release. This monitoring is crucial to prevent offenders from continuing to stalk or harm victims once they are released from prison.

The National Institute of Justice reports that approximately 1 in 4 women and 1 in 9 men experience severe intimate partner physical violence. Those who have survived domestic violence often live in constant fear, and it's imperative that we take actionable steps to protect them and prevent further tragedies.

GPS monitoring of offenders would not only protect potential victims but also function as a deterrent against re-offending. By holding convicted offenders accountable in this manner, we can give survivors of domestic violence the liberty to heal without the looming threat of further abuse. This initiative would serve to restore some semblance of peace in their lives during their recovery process.
