Implement More Humane Regulations for Outdoor Animal Care in Delta, BC

The Issue

 

 

I live in Delta, BC. I am aware there are dogs that live outside which deeply concerns me and has prompted me to take action. Currently, the Bylaw only requires pet owners to provide shelter, food and water for their pets. However, it does not address the issue of animals being left outside continuously in various weather conditions.

This lack of regulation is alarming considering that prolonged exposure to harsh weather can lead to health issues such as hypothermia or heatstroke in animals. According to the Canadian Veterinary Medical Association (CVMA), dogs left outside without adequate protection are at risk of serious health problems.

 

Hypothermia occurs when a dog’s body temperature falls below their normal temperature between 38 to 40 degrees Celsius. The most common cause is prolonged exposure to extreme cold temperatures.

In very cold weather, most dogs — even huskies and malamutes — need our help to avoid these health threats.

We need our local government to amend this bylaw and include specific provisions about animals living outdoors. These should include guidelines on temperature limits, duration of outdoor stays and necessary protections against elements like rain, snow or heat.
