Implement Mail Forwarding Addresses for DVLA Licence Registration

Implement Mail Forwarding Addresses for DVLA Licence Registration
The Issue
It is difficult for people without a fixed living location to register their driving licenses. This includes those living on boats, in camper vans, or who consistently travel. For these people, life on the move doesn't mean they need the benefits of driving any less than the rest of us. Moreover, their lives can often depend on these essential licenses, but they can't access them because of restrictions imposed by the DVLA.
According to UK law, driving licenses require a fixed address for registration, putting those with a nomadic lifestyle at a severe disadvantage. The DVLA's current model is archaic and unjustly excludes a growing amount of the population.
What we propose is a change. We want the DVLA to allow for the use of manned mail forwarding addresses for the purpose of registering driving licenses. Today, around 25,000 people live in mobile homes throughout the UK (source: "UK Households by Type," Office for National Statistics, 2019). These people, along with countless others who simply prefer a more mobile lifestyle, deserve the same rights as any other UK resident. The DVLA needs to update their regulations to allow some form of service that can ensure that there is no discrimination towards those who have no fixed abode.
It's time for the DVLA to acknowledge this disparity and make the change necessary for all its residents to conduct their lives most effectively. Together we can ensure that no one is unduly disadvantaged because of their lifestyle. Please help support this cause by signing this petition.
