As an experienced driver with over 35 years on the roads, I have personally witnessed countless instances where individuals enter the expressway and immediately move into the last lane, only to slow down traffic by engaging in distracting activities such as using their cellphones. While speed limits exist, they cannot dictate someone else's urgency or impatience. Moreover, it is these individuals who would be liable to receive a ticket if caught violating traffic laws.
To support this petition's cause, let us consider some relevant facts and statistics:
1. According to a study conducted by AAA Foundation for Traffic Safety (2016), aggressive driving behaviors contribute to over half of all fatal crashes.
