Implement Immediate Temporary Personal Protection Orders

The Issue

Too many people, like my daughters and myself, have experienced the terror and danger of abusive relationships. My daughter, a recent victim of an abusive relationship, is constantly stalked, harassed, and threatened by her ex-partner. Despite multiple police reports filed against him, her plea for a Personal Protection Order (PPO) has been continuously denied. This is because of an ongoing custody dispute over their child, which is being used as an excuse to dismiss her legitimate safety concerns. 

I myself have been in a similar situation, grappling with a system that made it challenging to escape abuse and to secure the help needed. Our story is not unique. Around the world, countless women are denied swift and effective legal protection against abusive partners while enduring the torment and fear that accompanies such relationships.

Current law requires a significant amount of hard evidence and time to issue a PPO, but in many cases, this can be too late. It is a grim fact that every day women lose their lives because of delays in getting help or due to the lack of "enough solid evidence" (National Coalition Against Domestic Violence). Abusers are often manipulative, perpetrating harm in discreet ways that might not provide 'solid' evidence, thus undermining the victim's plea for protection.

As part of our plea, we propose reforming the current PPO law. We need a system that immediately issues a temporary PPO, buying the victim precious time and safety. Further evidence to support the need for a permanent PPO can be collected for a scheduled court date.
