The Issue

I am deeply concerned about the rise in antisemitic sentiment and actions, particularly since October 7th. It has been distressing to witness demonstrations across the United States devolving into open calls for genocide against Israelis, and Jews at large. This is a personal matter for me, as it affects my community directly.

The International Holocaust Remembrance Alliance (IHRA) provides a comprehensive definition of antisemitism that is widely accepted internationally. The IHRA definition includes examples of how antisemitism can manifest itself, making it an effective tool to identify and counteract this form of hatred.

However, the United States has yet to adopt this definition as the exclusive definition in its National Strategy to Counter Antisemitism. By doing so, we could provide law enforcement agencies with clearer guidelines on what constitutes antisemitic behavior and ensure that those who perpetrate hate crimes are held accountable.

Since October 7, 2023, we have seen distressing increases in outright antisemitic violence and incidents across the globe. In the United Kingdom, there has been a 500% increase in documented antisemitic incidents.  In the United States, there have been 107 antisemitic incidents since October 7.  In France, the Minister of Interior reported 189 antisemitic incidents, which led to 65 arrests.  In Berlin, Germany, Stars of David were painted on the homes of Jews.  We expect such worrying reports from other Jewish communities across the globe in the days and weeks ahead. At anti-Israel protests, we have seen slogans justifying the Hamas massacre and deeply disturbing antisemitic images and rhetoric.  “Gas the Jews” was shouted in Sydney, Australia.  Chants about the “army of Muhammed” coming for “the Jews” were heard in London and Geneva. Protesters stood outside a shabbat service in Washington, DC chanting “free Palestine.”   In South Africa, Jewish-owned businesses are threatened with boycotts.  There are too many similar examples from too many places around the world. This alarming trend underscores why adopting the IHRA definition is crucial now more than ever.

We urge lawmakers to adopt the IHRA's comprehensive definition of antisemitism as the cornerstone of our national strategy. Just as all other marginalized groups, Jews should be allowed to define what constitutes hate against them. Implementing the IHRA's definition as the exclusive definition would send a powerful message that antisemitism will not be tolerated and ensure we have effective tools at our disposal to combat this rising tide of prejudice.
