Implement Anti-Defection Law in the Autonomous District Councils under the Sixth Schedule
The Issue
We, the undersigned, express deep concern over the repeated political instability in the Lai Autonomous District Council (LADC), Mizoram.
Since the 2020 LADC elections, the people have witnessed a revolving door of leadership, with four different Chief Executive Members (CEMs) in just a few years. This instability has been primarily due to MDCs (Members of District Council) switching party loyalties for political gains — a practice that has deeply disappointed and embarrassed the citizens.
This is not an isolated incident. Similar trends of defection and opportunistic politics have been seen in other ADCs governed under the Sixth Schedule of the Indian Constitution. The absence of strong anti-defection provisions in ADCs has made these councils vulnerable to manipulation and has seriously undermined democratic values and public trust.
We demand that the State Government of Mizoram and the Central Government take urgent steps to:
Introduce and implement anti-defection laws in all Sixth Schedule ADCs, in line with the Tenth Schedule of the Indian Constitution (which governs state and central legislatures).
Ensure that elected MDCs are held accountable to their original political mandates and cannot change parties without losing their seat.
Strengthen political stability and governance in these councils for the betterment of the tribal communities they represent.
The people of LADC, Mizoram — and the tribal populations governed by ADCs — deserve a stable, accountable, and principled government. Let us put an end to opportunistic politics in the District Councils
