Implement a non-lethal management plan for Neil the elephant seal
The issue
This petition is formally directed to Guy Barnett (Tasmanian Minister for Environment) and Nick Duigan (Tasmanian Minister for Parks).
For the people living in coastal towns across Tasmania, Neil the elephant seal is more than just a viral internet trend or a holiday photo opportunity.
Neil is a local resident, born in Tasmania, and he has made the beaches, boat ramps, and lawns his temporary home twice a year. Local residents know and respect how to give Neil his space, but unfortunately, this local knowledge is often overlooked. The situation has been exacerbated by media outlets, which frequently broadcast Neil’s whereabouts, inadvertently increasing tourism and causing disruptions to his safe environment.
Recently, concerns have mounted over the safety and well-being of Neil, highlighting the urgent need for a non-lethal management framework. We call upon Tasmanian authorities to implement such a plan that focuses on Neil’s protection and ensures his co-existence within human habitats. Specifically, we urge the creation of restricted access zones around Neil’s known habitats, which would make it illegal for tourists and non-residents to intrude upon Neil's space. Fines should be implemented to discourage disturbances, ensuring that only those trained and familiar with Neil’s behaviours can approach him.
Instead of considering euthanasia, which is an irreversible action, we seek to engage the Tasmanian government's commitment and resources towards understanding and implementing non-lethal measures that prioritize the safety and health of both Neil and the community. Neil has peacefully inhabited these spaces for years, and it is our responsibility to ensure he can continue to do so without threat or harm.
Neil's presence is not just significant to the ecological balance but also to the cultural tapestry of Tasmanian life. By safeguarding Neil, we are also protecting the heritage and natural beauty that draw people to our land. Let us unite for Neil and ensure that both our human communities and our wildlife can thrive together.
Join us in advocating for a more compassionate approach where coexistence and respect for wildlife set a new standard for human-animal interaction. Sign this petition to demand the implementation of a non-lethal management framework for Neil the elephant seal and help secure a future where Neil and Tasmanians can happily coexist.

Dear Minister Barnett and Minister Duigan,
I am writing to formally support the petition calling for a non-lethal management framework for Neil the elephant seal. As a unique part of our Tasmanian heritage, Neil requires active protection from the safety risks caused by heavy tourist influxes, rather than lethal intervention. [1]
Euthanasia is an irreversible action that must be completely ruled out. Instead, Tasmanian authorities must commit resources to a compassionate, non-lethal approach that prioritises Neil’s safety and health alongside that of the community.
I want to clarify that the proposed restricted access zones are not a total ban on our coastal towns or beaches. Instead, this strategy focuses on small, moving safety bubbles directly around the exact spot Neil occupies at any given moment.
To ensure this framework works practically for our communities, the implementation should focus on the following:
Strict Non-Lethal Protection: Prioritising dynamic safety zones and crowd control to completely eliminate any justification for euthanasia.
Open Transit Roads: Main roads must remain open so the general public can easily navigate to the other end of town without disruption.
Targeted Local Access: Restricting driving and parking only within the immediate, short distance of Neil's exact spot to stop tourist crowds while letting local residents pass.
This targeted approach balances community movement, public safety, and Neil’s right to safely coexist on our beaches. I urge you to rule out lethal measures and implement these practical, localized protections.
sincerely
