Implement a moratorium on Industrial Solar and BESS in Russell County, KY

The Issue

The rapid growth of industrial solar and battery energy storage systems (BESS) projects in our county raises a multitude of concerns for local residents and taxpayers. While the need for sustainable energy solutions is undeniable, it is crucial that we balance any transition with careful planning and consideration for the environment, local communities, economic impacts, and the health/wellness of our citizens.

Recent studies, such as those published by the National Renewable Energy Laboratory, highlight significant environmental impacts associated with industrial solar projects, including land degradation, habitat disruption, and increased water usage. Additionally, BESS installations pose risks such as fire hazards and environmental pollution due to potential leaks of hazardous materials. These projects often receive expedited approvals with minimal input from local communities, leaving citizens to deal with the aftermath.

The expansion of these projects threatens our rural communities, their natural landscapes, property values, local businesses, and future generations. Taxpayers deserve to have a say in how Industrial Solar and BESS are implemented, especially when their health and safety could be at jeopardy.

Therefore, we urge our county officials to implement an immediate moratorium on all industrial solar and BESS planning and development activities. During this pause, we call for the drafting and implementation of a comprehensive ordinance aimed at protecting local residents and their communities. This ordinance should include a minimum 2,000 ft. setback from property boundaries, forests, waterways, and roadways.
