Immediate moratorium on permitting for Battery Energy Storage Systems (BESS)

The Issue

Immediate moratorium on permitting for Battery Energy Storage Systems (BESS) within 2 
miles of Minnesota's inland bodies of water and their tributaries, state border waters and their 
tributaries, and all tributaries of the Mississippi River. This moratorium should remain in place 
until Minnesota establishes an investigative commission to fully assess the environmental 
and health impacts of the recent Moss Landing BESS storage facility fire in California. The 
commission would present its findings to the Commissioner of the Minnesota DNR and the 
Commissioner of Health and Human Services for review and comment on whether the risks of 
BESS facilities within 2 miles of Minnesota waters are in the best interest of ALL Minnesotans
